UDP-BIA Does Not Deliver Value Proportional to the BIA Tax Burden

While the UDP-BIA Business Plan appears to benefit a small group of Ave landowners the UDP-BIA does not deliver value proportional to the BIA tax burden on assessed properties outside of the Ave core area. The most striking example of this is the unfair tax burden placed on families that live in condominiums within the proposed UDP-BIA borders. For instance consider what Betty has to say:

"My name is Betty McDonald  and I am  a fixed income 92 year old widow living in a condominium that is currently included in the BIA. While the BIA taxes in themselves will not drive me into bankruptcy I am on a fixed income and every penny counts.  At this stage of my life I find that the accumulation  of these types of  unexpected expenses tend to add up enough to be a significant burden that reduces my sense of control and quality of life. The fact that the BIA forces me to subsidize major business interest on the Ave with my limited savings is an ongoing distress that diminishes my enjoyment of life. This unfair tax will cause a notable drop in both  financial and psychological resources at a time when I need all the resources I can muster to deal with potential medical problems. I am NOT a business and will see no benefit.  In fact if the current business goals of the BIA are realized (e.g. large buildings blocking views from my apartment) I would see a major degradation of life style and a significant loss in the value of my home."
